City Wide Voting
At-large council suggested
Mayor says setup would be less provincial
Topeka Mayor Bill Bunten raised the possibility Thursday of electing the city council through at-large voting rather than by district.
The city is carved into nine council districts. Voters in each geographic region select one person to represent them at City Hall. The mayor is chosen in a citywide vote. Introduction of at-large balloting for council seats would give voters throughout the city a chance to select some or all members, depending on the format implemented.
Bunten said ongoing dialogue about potential reform of the city charter was an opportunity to determine whether at-large campaigns might better serve the interests of Topekans.
In some instances, the mayor said, council representatives had taken a parochial, district-only approach to issues rather than examining topics from the perspective of the city as a whole.
